ABSTRACT

Water and wastewater utilities are complex business enterprises that require careful management and planning to effectively allocate their financial, human, and political capital resources. Accordingly, strategic planning, which is the process of defining an organization’s ultimate goals and allocating its resources to achieve these goals, is a vital input to a utility’s financial planning process and, perhaps, more importantly, is a critical element in achieving financial success. It is very important to assure that the strategic plan is supportive of positive financial performance and that strategy implementation enhances the utility’s long-term financial sustainability. Therefore, financial viability is one of the core goals for virtually every utility.
