ABSTRACT
This chapter focuses on estimating units of service for determining water and wastewater rates and charges as discussed in detail in Chapters 6, 8 through 10 of this book. Specifically, this chapter discusses the relationship of estimated units of service with forecasted customer demand; how units of service are used for rate calculations; factors that affect projected demand; and various forecasting techniques. Also provided is a forecast of units of service (customer demand) that is used in the rate model for the case study of the City of Springfield, USA in this chapter.
