ABSTRACT
Nominal regulatory efforts to control air pollution in the United States began in the late nineteenth and early twentieth centuries when several large cities approved ordinances to control “smoke” produced by a variety of industrial activities. Although largely ineffectual because they lacked enforcement authority, these smoke ordinances nevertheless served as forerunners of present-day regulatory programs.
