ABSTRACT

If we were about to establish an enterprise, this might be a ne way to proceed but here you are stuck in the middle of an existing enterprise that is not working well. Is there any hope for you and your enterprise short of starting all over? Well, this process can be applied to reengineer an existing enterprise just as the system approach can be applied to develop a new product or reengineer an old one. In so doing, in either case, we have to recognize that there is a current reality on the physical plane that is not going to go away with a snap of the ngers. There is a transition process that is required to move from the existing enterprise organizational architecture and functional responsibilities (the as-is) to some new combination (the to-be). Just as in reengineering an existing system, we have to determine what entities should remain as they are, which ones must be modied, which ones must be deleted, and what new elements must be

added. It may be that the move from the present reality to a new identity cannot be made in one step leading to a growth path composed of several steps permitting some adjustments in the process. At the end of Chapter four, we discussed how this transition could be made while continuing to serve the needs of several programs in various stages of completion.
