ABSTRACT

The union of all functionality mapped to a particular department should be organized into a department charter dening the responsibilities of the department. At some level of indenture, all of these charter statements should be collected into one or more documents enlisting the work that must be accomplished by department personnel on programs that require that activity. All of these charters could also be included in the process specication. Figure 6.1 shows a top-level functional department documentation tree beginning with the enterprise vision statement.
