ABSTRACT

There is a natural desire to want the bid to be as high as possible to encourage success and prot, but in a competitive situation there is the countervailing force to want to reduce these numbers to encourage a win. During the planning work, there is a desire to identify all of the necessary work, but there are two fault modes that those planning the work may enter. First, essential work may not be identied, meaning that the development effort will not include cost and schedule components critical to

success. Second, those building the plan may include unnecessary work either in the interest of a functional department trying to make a home for as many of its members as possible or through error or misunderstanding of the customer’s needs. Therefore, there is a need for integration and optimization during the planning process to encourage that the results hit the target of complete coverage with no excess content.
