ABSTRACT
The problem appears to be that universities are suboptimized in the various departments into which they have specialized. There is seldom a system inœuence in these institutions. Thus, they continue to develop good engineers capable of independently working within their specialized design domain but unsuited to interact effectively with other specialists to achieve objectives that none of them can achieve independently.
