ABSTRACT
The U.S. Department of Defense has changed the name of this document to Initial Capabilities Document with the unfortunate acronym of ICD that for many years has provided good service for the interface control document. However, the ICD is still downstream to some extent from the original recognition that the current capabilities are not sufcient and something new is needed. The author continues to cling to the need statement no matter the military or commercial nature of the system and efforts to invent alternative terms for it.
