ABSTRACT

Even there is a high potential in geological resources, CAR is one of the world’s least developed countries, ranking 171 among 177 countries on the human development index (HDI). Its socio-economic indicators remain below the averages of CEMAC and Sub-Saharan Africa, and the attainment of the millennium development goals (MDGs) by 2015 is unlikely. The incidence of poverty estimated at 67.2% in 2003, has hardly improved over the past years. The life expectancy was estimated at 44.7 years in 2007, approximately ten years below the African average. The HIV/AIDS prevalence rate, which stood at 6.2% in 2006 for the 15 to 49 years age bracket, is the highest in the CEMAC zone (ADF 2008).
