ABSTRACT
Responses to flood risk are defined here as ‘changes to the flooding system that are implemented to reduce flood risk’. Thus, they are usually active measures introduced as part of the adaptation process. Of course, it is possible to ‘do nothing’ and accept the risk, but even with this perspective, if a flood occurs it will be necessary to deal with it by responding in some way.
