ABSTRACT

Good planners are honest and open about what they know with certainty and what they are uncertain about. The best planners are intentional in the manner in which they address the signi—cant uncertainty in their planning investigations. This is not a trivial challenge because planning investigations are plagued by data gaps and holes in the understanding of the systems with which planners work. Because planning is fundamentally about choosing better futures, the entire planning process is an exercise conducted in uncertainty. Planners may serve society best when they explore the nature and extent of this uncertainty and make us more aware of its implications for the decisions we make today.
