ABSTRACT
Planning begins with a chaotic mess and ends with the choice of a speci—c solution. There is no one right way to do planning. There are an in—nite variety of paths from mess to solution. Planning, in best practice, is a creative and structured problem-solving process. This chapter introduces a process structure.
