It happens at the end of the fiscal year; there is some loose cash that must be spent or lost to the next budget cycle, so Network Services splurges $3000 for either a stand-alone NTP-in-a-box with a GPS antenna connector on one side and an Ethernet connector on the other, or a GPS receiver with a timecode suitable for a computer serial port. While these work well, they require a GPS antenna on the roof with downleads threaded through the elevator shaft and ceiling plenums to the machine room.
