ABSTRACT

Introduction The previous chapters discussed the processes used to develop the best possible estimate. When agreed to by the organization funding the effort and the stakeholders who participate in the activity or ultimately will use the product, an estimate becomes more than a projection of what it will take to deliver an acceptable product. The estimate becomes a commitment on the part of the developer to deliver an acceptable product within the defined schedule for the desired cost. This chapter will explore how metrics and measures as well as the use of earned value techniques can help

impacts affect the ability of the developer to meet its basic commitments.
