ABSTRACT

The context of this book is set in technology-historical and modern. This book is meant to be viewed from the standpoint of science and engineering, re£ecting the duality of the author’s education and experience. Much of the content of this chapter contains experience gained and evidence gathered by the author, from sources pertaining to environmental law, regulation, and the use of the courts to drive remedial actions and to entertain claims for cost reimbursement for environmental actions at former manufactured gas plants (FMGPs) and other coal-tar sites. Also included is the notion of mitigation or removal of public health and/or environmental threats as perceived by citizens who are able to show connections between unaddressed accumulations of toxic residues and wastes of gas manufacturing and their allied subsidiary industries.
