ABSTRACT

Operational efficiency is a key success factor in lawful interception. After summarizing operational requirements, here we address elements and prerequisites of conducting lawful intercept (LI) activities in the United States, Europe, and Japan. From a practical perspective, special emphasis is placed on the execution process involved in lawful interceptions. A role-based model allows clear identification of all players, including telecommunications service providers (TSPs), law enforcement agencies (LEAs), and outsourcers, along with their responsibilities and typical job profiles. Administration and management are key in terms of minimizing the human resource demands associated with lawful interception activities.
