ABSTRACT
Law enforcement agencies (LEAs) make four fundamental types of requests in regard to electronic surveillance: access to past billing and statistical traffic records, access to contents of computer long-term storage, access to current billing and statistical records of communications, and access to
current content. In the case of each request, three functions can be differentiated: the access function (AF), the delivery function (DF), and the collection function (CF).
