ABSTRACT

Lawful interception can play an important role in the operations of telecommunications service providers (TSPs). TSPs are expected to honestly support lawful interception activities whether or not such activities generate additional revenue. Combining lawful interception with powerful intelligence support systems (ISSs) represents the optimal path to be followed by TSPs. In addition to providing the basic functionality for lawful interception, an ISS can support other important functions such as real-time and usage-based billing, fraud avoidance, churn avoidance, provision of data, and real-time traffic control. Assuming a certain level of government reimbursement, cost recovery can be achieved.
