Background Most Project Managers Start Here Most project managers start their project planning with activities (Step 4). However, there is a small but growing segment of project managers starting first with deliverables (Step 1). Experience tells us that the switch to deliverables is not difficult for a beginning project manager, but the switch can be very difficult for an experienced one. Most people think of “what they have to do” rather than “what they will achieve.” If the project manager deploys any kind of technology team, this difficulty is reinforced by the team’s tendency toward considering activities first.
