ABSTRACT
The primary purposes of this chapter are to address some current issues in developing, maintaining, and analyzing data and databases from more than one country and the absence of fundamental elements that allow learning to occur. While problematic in one country, such omissions exacerbate our challenges in addressing international systems. However, prior to launching into the discussion of fundamental elements and special challenges, a few points deserve mention and clarification.
