The Inevitability of Change The project plan is all-encompassing. It includes a full detailing of estimates for project costs, resources, and scheduling. Essentially, it forms the baseline for the management of the implementation of the project. However, both internal and external environmental factors do impact the cost, schedule, and even viability of the project. These environmental changes include the following:

1. Change in requirements. It is not uncommon for end users to start crafting their wish lists before a system even gets placed in production. For the most part, project managers (PMs) freeze changes to a system while the system is being constructed, hence the wish list. Most of the time, changed requirements can be accommodated by the wish list process. However, there are occasions when the requirements have changed so dramatically there is no choice but to terminate the system and, perhaps, start again.
