They are expected to be available everywhere and should be affordable. This implies a global coverage for handheld, car, ship, train, and airplane use and that satellite-based services are based on open standards that enable multiple manufacturers and end service

providers to enter a competitive market with compatible products. The satellite networks are also reliable, meaning that most satellite systems are built with proven, stable technology using a standards-based approach in order to ensure equipment, network, and service compatibility.
