System and Software Measurement Programs
In Chapter 2 we discussed measurement programs in relation to process improvement initiatives. In this chapter we dive deeper into measurement programs in system and software development organizations and discuss their implementation and the benefits to be accrued from such implementations. We begin with a description of measures used successfully by organizations to satisfy their information needs. We show how an organization developing systems and software selects measures, expanding our discussion of GQM in Chapter 1. We follow with two case studies and conclude with a discussion of how advanced quantitative techniques can be applied in managing and controlling development and maintenance efforts. This discussion demonstrates how statistical and probabilistic techniques described by the CMMI’s high maturity practices can be used in managing such efforts.
