ABSTRACT
In R&D work, it may not be possible to guarantee that the staffs are totally competent as the full extent of the expertise required. The needs may not be fully appreciated when the work is started. It is possible that the analyst will not have much previous experience of the problem, but should have at least a basic knowledge of the underlying concepts involved in the work.
