It is useful to evaluate a company hierarchy from the perspective of backups, i.e., to consider the roles at various levels of an organization, and what involvement the people who fill those roles should have with the backup system. Although this break-down wouldn’t necessarily be applied as part of an official job description for many of the roles, it helps to reinforce that backups form
