ABSTRACT
On one warm summer afternoon, Bill’s boss, with soda can in hand, showed up at his office and told him that he needed his project cost budget estimate for the next fiscal year by Monday. He also added, “Because you will be in the construction phase by then, I’ll also need your development staff headcount, your office space requirements, and any software development tool license costs.” While he was speaking, his mobile phone rang, and he waved his soda can at Bill and quickly disappeared down the hallway.
