ABSTRACT

This chapter shows how to use the integrated planning and quality management system to plan, design, and implement the rebuilding of America’s infrastructure and cleaning up the environment. It focuses on a training program in each of the 50 states for the planners, designers, and managers. The funds for materials and equipment to be used could come from existing federal budgets for infrastructure, such as the recently enacted Transportation Equity Act, popularly known as TEA-21. This provides $216 billion from 1999 to 2004. There is also a link between capital investment in infrastructure and quality of life. Aside from rebuilding the infrastructure, the infusion of 1 million jobs to the economy will increase federal receipts from the expanded tax base. The semester course can be readily adapted to an intensive 2 week training program for the various state agencies concerned with infrastructure and the environment.
