ABSTRACT
City planning and engineering must recognize the existence of a limited natural resource base to which both rural and urban development must be properly adjusted in order to ensure a pleasant and habitable environment for life. Land and water resources are limited and subject to grave misuse through improper land use and public works development. The preparation of city plans must be based, in part, on careful assessment of the effects of alternative plan proposals on the underlying and supporting natural resource base.
