ABSTRACT
Our 42 years of collective experience working with resource management agencies and private consulting firms have revealed that successful monitoring programs are built on a foundation of four crucial components: political support; sound scientific assessment techniques; community education and involvement; and a long-term cost recovery framework. Too often, monitoring programs fail because they do not recognize the importance of each component, or the linkages between them. Even within each of these components, practitioners often run into trouble.
