ABSTRACT
From this statement and seemingly unsolvable (by using traditional science) problems in practice, such as the prediction of zero-probability disastrous weather conditions, we see that an important concept of systems was formally introduced. As tested in the past 80 some years, this concept has been widely accepted by the entire spectrum of science and technology (for details, see Blauberg et al., 1977; Klir, 2001).
