ABSTRACT

Enforcement of pesticide protection was the responsibility of the U.S. Department of Agriculture (USDA; <https://www.usda.gov>;) and in 1947 the department established the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). The USDA required registration of pesticides and set a standard for labeling requirements. The USDA did not establish guidelines for pesticide use. Therefore all pesticides that were registered were used regardless of their potential to be hazardous to humans or the environment. The manufacturer was not liable for negative impacts that the pesticide might produce.
