ABSTRACT
Today’s environment poses unique challenges for emergency managers. Surge-capacity needs must be lled, and limited staff is pulled in many directions, reducing internal capabilities. In this chapter we will be looking at each type of potential disaster and how each of them can create a different set of challenges for you, your agency, and your community. This section, starting with this chapter, sets the foundation for the rst portion of this manual, which is dedicated to conducting essential internal assessments.
