ABSTRACT
The problems associated with the regulatory framework of the federal environmental management have always been questioned. As with any government-controlled operation, many steps must often be taken before anything meaningful can be accomplished (this appears to apply to many activities, with the exception of war, where the president can exclusively command the armed forces for immediate action).
