2.1 INTRODUCTION

The primary management goal during remediation of a contaminated site is to obtain closure, that is, to achieve a set of conditions that is considered environmentally acceptable and which will ensure that no future action will be required at the site. A substantial ongoing national debate associated with site closure centers on the definition of “how clean is clean” for contaminated subsurface media. The key issue in this debate is, “What concentration of residual contaminant in the subsurface, particularly adsorbed to the soil, is environmentally acceptable?”
