ABSTRACT

The monitoring and measuring of liquid and solid hazardous waste should again focus on the processes which have an actual impact or the potential to impact the environment. The reason for using rates is that it eliminates business fluctuations and makes it easier to track performance from year to year rather than on a total volume of waste generated. The response from state and federal governments has been to pass legislation that requires local agencies and governments to implement waste reduction and recycling programs. In California, for instance, state government passed the California Integrated Waste Management Act that required cities and counties to reduce solid waste at least 25% by 1995 and to reduce 50% by the year 2000. The chapter focuses on the recording and collection of environmental data in the areas of air emissions, hazardous waste, recycling, natural resources, and other community impacts.
