ABSTRACT
Until 1969, the national philosophy concerning negative environmental effects of major projects was to ignore them during the planning stages of the project. After the work was completed and the negative environmental effects were apparent, the attitude was generally one of “Too bad, but it couldn’t be avoided.” On a rare occasion, small mitigative measures would be installed after the project was finished.
