ABSTRACT

We are often interested in places where some property is particularly high, which we will call high spots. We will use the percentage of area having intensive development of the commercial/industrial/transportation (CIT) type as an exemplar. One way is to proceed in the manner of previous chapters to map this percentage in terms of deciles as shown in Figure 7.1. One is then able to see structure of high spots and act accordingly. This “see structure => act accordingly” paradigm is semistatistical by virtue of having heuristic endpoints regarding the structure that is “seen.” Whether something is “high” or not still depends on declaratively deciding some threshold. Quantitative characteristics furnish a foundation for declaratively deciding, but the decision has not been based on a statistical scenario of probabilistic protocols for hypothesis testing.
