During vulnerability assessments, the various code requirements and current compliance should be assessed. Any building or site component (i.e., utility element, computer systems, chemical use) that makes a facility more vulnerable in a nonemergency situation, will likewise increase vulnerability during emergency situations. All utility elements, such as electrical transformers, emergency generators, backflow preventers and meters, are generally located with access convenient to the utility companies. Their location and the location of control elements should be evaluated given security considerations. These control elements must be readily accessible for some emergency situations and must also not be so hidden that untoward access is not noticed.
