Suppose you were a high-level government offi cial with a few billion dollars to solve the nation’s energy problems. Congress, at least for now, likes your program. So, you can focus on solving energy problems. The fi rst question is who uses a major portion of the petroleum? Transportation-airplanes, trains, buses, trucks, and cars (called light duty vehicles (LDV) in Washington D.C.)—uses a major fraction; so this is a place to concentrate some resources. Ultimately, you fi lter down the roster of users until you come to trucks and cars.
