ABSTRACT
In the early 1970s, public discussion of the consequences and measures necessary to conserve the environment has been stimulated by citizens, action groups, and parliamentary movements. In the early 1980s, all parties had integrated environmental protection into their political programs. Ever since, environmental protection has been ranked high in public opinion and its importance is growing constantly.
