ABSTRACT

It is a trite observation that all human endeavors are replete with error. And the human endeavor of science is no exception. We err in our measurements-that is to say, how hard we may try, never will our measurements be perfect. “O heaven! Were man but constant, he were perfect. That one error fills him with faults; makes him run through all the sins. Inconstancy falls off ere it begins” (Shakespeare: The Two Gentlemen of Verona, Act v. iv. 110-114). Inconsistency is not the only error.
