ABSTRACT

One area that often causes confusion and consternation for safety professionals is the OSHA Multi-Employer Citation Policy. Many companies or organizations utilize a variety of vendors and subcontractors to perform work for the entity ranging from custodial services to on-site construction. Additionally, on larger projects like a building construction, the company or organization may employ a general contractor to oversee and manage the substantial number of subcontractors on the worksite. Given this structure, it was often difficult for an OSHA inspector in the past to determine who was responsible for the violation and who should be issued the citation to acquire abatement of the violation.
