9.1 Introduction Once an environmental assessment (EA) has been completed, it is read by the decision maker. If the decision maker concludes that the action could not potentially result in any signi™cant environmental impact, this determination is recorded in a ™nding of no signi™cant impact (FONSI). A FONSI cannot be issued if even one environmental impact is potentially signi™cant.
