The opening quote is from George Miller’s classic paper, “The Magical Number Seven, Plus or Minus Two: Some Limits on Our Capacity for Processing Information.” Miller’s work is typically cited as key evidence about the limits of human information processing (in particular, working memory). However, if you read the original paper carefully, a major insight is that due to the human’s capacity to recode information, there is no effective information limit to working memory.
