Let us consider pure magnetized plasma with constant and uniform partial temperatures in the reference frame which moves with the neutral gas: Un=0. The basic equations are given by Eqs. (2.7), (2.41) and the quasineutrality condition Eq. (2.121):

The quasineutral state across the magnetic field is established in a way similar to the case B=0, Section 2.10. If the gyroradius or mean free path is small with respect to the Debye radius, in the absence of external current

through the plasma, the space charge dissipates monotonously, and the quasineutral state is established on a Maxwellian time scale [1]

In a collisionless situation oscillatory relaxation to the quasineutral state occurs. The oscillations with wave lengths larger than (or of the order of) rd are damped during die collision time.
