ABSTRACT

Back in 1989 when Scottish Homes was formed, two new members of staff with GIS backgrounds got together and managed to get GIS specifically incorporated into the then developing corporate Information Technology Strategy. A report was written (Bourke, 1989) which highlighted the need for GIS, and funds were found to undertake a pilot study. Its aim was to help decide which data sets and analytical techniques were required to analyse Scotland. These in turn would provide operational managers with a firm analytical basis on which to base key investment decisions (Bourke and Robertson, 1992).
