ABSTRACT

According to the U.S. Fire Administration, there are two parties involved during site development. On the one side are owners and developers, who want to maximize the use of their property and “minimize the impact and cost of drivable surfaces” (U.S. Fire Administration, 2009). Along with them are the architects/planners/engineers who design the site to make it most efficient and often esthetically appealing. On the other side, there are the code regulators and fire and safety personnel, who are looking for fast response access to protect the property.
