ABSTRACT
Owners and operators of underground storage tanks (USTs) within the retail motor fuel industry faced two important problems in 1990 that could prove to change forever the financial profile of that industry. The possible impact of these same two problems on UST-owning firms outside of this industry — farms, local governments, and many businesses with vehicle fleets — could be equally severe.
