ABSTRACT
The utilization of wireless spectrum has been growing rapidly with the dramatic development of the wireless telecommunication industry in the past few decades. Recently, the Federal Communications Commission (FCC) has recognized that traditional fixed spectrum allocation can be very inefficient with the bandwidth demands varying highly along the time or space dimension. Therefore, the FCC has considered more flexible and comprehensive uses of the available spectrum [1] through the use of cognitive radio (CR) technology [2].
