ABSTRACT

The bitterness of poor quality remains long after the sweetness of low price is forgotten.

—Benjamin Franklin

For the project health assessor, the quality management evaluation question can be defined quite simply: Is the project doing the right things and doing them correctly? In terms that are more precise, the project health assessor should keep four questions in mind while assessing quality management:

1. Is the project performing appropriate project management processes to support delivery? 2. Has the project defined what needs to be built (i.e., deliverables, products, and services) suf-

ficiently with necessary pre-defined, objective acceptance criteria? 3. Is the project evaluating deliverables against the acceptance criteria? 4. If deliverable quality does not meet acceptance criteria, does the project management and

deliverable acceptance process undergo review and modification?
